MAIN RESPONSIBILITIES: WACOL is seeking a suitable candidate to fill the Position of Programme Officer, in her head office (Enugu). The position provides an opportunity for the candidate to plan, design, execute, monitor, control, and close projects in accordance with the funder’s guidelines and the operations necessary for the effective functioning of the organization. Also, to track activities of partners within the organization’s catchment areas and contribute towards resource mobilization through grant writing,  Programme Planning & Development: Designing and developing projects or programmes in line with the organisation’s goals; conducting research and needs assessments to identify key focus areas, as well as preparing proposals and seeking funding from donors.  Resource Mobilisation & Fundraising: Identifying, mapping, and tracking potential donor opportunities, grant cycles, and strategic partners; cultivating relationships with institutional donors, corporate sponsors, and philanthropic foundations; leading or collaborating on the development of high-quality concept notes, grant applications, and fundraising pitches to secure financial and non-financial resources for programme sustainability.  Project Implementation & Management: Overall management and implementation of programme activities in an assigned area of expertise; coordinating with team members including the admin, finance, ICT, and logistics teams to ensure timely planning and implementation of projects, while ensuring that projects are executed within budget.  Monitoring & Evaluation (M&E): Tracking programme performance and impact; collecting data, analyzing results, making necessary course corrections, and preparing comprehensive reports for internal and external stakeholders, including donors.  Stakeholder & Donor Relations: Engaging with funding agencies and partners to ensure project sustainability, maintaining consistent donor compliance, and effectively communicating programme successes and challenges to build long-term trust.  Financial & Administrative Management: Managing budgets, forecasting expenditures, and ensuring strict financial accountability, while handling documentation, compliance, and reporting requirements.  Advocacy & Capacity Building: Organizing workshops, training, and awareness campaigns, and building the capacity of local communities, partner organizations, and internal teams on sustainability and resource stewardship. Contributes to team effort by accomplishing related results as needed. Skills and Competence [Minimum]: - - - - - - - - Proficiency in project management tools, Excel/financial reporting software, and data collection tools (like KoboToolbox, SPSS, or similar). Excellent communication and stakeholder engagement. Strong team player in fast-paced environments, used to organize, prioritize and support multiple projects simultaneously. Demonstrate ability to work both independently and collectively in a diverse and dynamic team environment. Strong all-round communication skills, and the ability to summarize complex information in clear terms. Proven organisational and time management skills: the ability to work accurately and productively in a fast-paced environment and respond/adapt to shifting priorities. QUALIFICATIONS: • Education: Bachelor’s degree in Project Management, International Development, Public Policy, Business Administration, or a related field (Master’s degree preferred).
• Experience: 3–5 years of experience in program management within the NGO/non-profit sector, with a proven record of accomplishment of securing project funding.

PROGRAMME ASSISTANT

MAIN RESPONSIBILITIES: WACOL is seeking a suitable candidate to fill the Position of Programme Assistant in her head office (Enugu). The position provides an opportunity for the candidate to support, coordinate and assist in programme implementation. The assistant will focus heavily on operational support, data entry, logistics, and drafting initial documents under the supervision of a Programme Manager or Programme Officer. Main Responsibility  Programme Planning & Development: Assisting in the design and development of projects or programmes; conducting desk research and supporting field needs assessments to identify key focus areas; compiling background information and contributing data for proposals and funding templates.  Project Implementation & Logistics Coordination: Providing administrative and operational support for the implementation of programme activities; liaising with internal admin, finance, ICT, and logistics teams to track procurement requests, schedule meetings, and ensure timely operational support for project activities.  Monitoring & Evaluation (M&E) Assistance: Supporting data collection field efforts and entering project data into relevant systems; assisting in compiling field tracking sheets and drafting preliminary progress reports or summaries for internal review and donor updates.  Stakeholder & Donor Relations Maintenance: Assisting in scheduling meetings, preparing agendas, and taking detailed minutes during stakeholder and donor engagements; ensuring project files, correspondence, and compliance documents are properly organized and securely archived.  Financial & Administrative Support: Assisting in tracking activity expenditures, compiling receipts, and preparing initial financial retirement documents; managing day-to-day administrative documentation, workshop vouchers, and verification sheets to ensure compliance with financial guidelines.  Advocacy & Workshop Logistics: Handling the logistical arrangements for workshops, training sessions, and awareness campaigns (e.g., venue booking, attendance sheets, material printing, and participant coordination); supporting the team during community-level engagement activities.  Contributes to team effort by accomplishing related administrative and operational results as needed. Skills and Competence [Minimum]: - - - - Proficiency in MS Office (especially Excel for tracking sheets and Word for formatting), project management tools, and familiarity with data collection platforms (like KoboToolbox, Google Forms, or similar). MONITORING, EVALUATION ACCOUNTABILITY AND LEARNING OFFICER

MAIN RESPONSIBILITIES: WACOL is seeking a suitable candidate to fill the Position of Monitoring, Evaluation, Accountability, and Learning (MEAL Officer) who will oversee the designs and implements frameworks to track project progress, measure impact, and ensure high-quality data collection. The candidate will establish feedback loops to keep the organization accountable to communities and donors while documenting key lessons to continuously improve future project strategies. Main Responsibilities  Monitoring (Tracking Progress): Develop and maintain the project Performance Monitoring Plan (PMP) and indicator tracking tables. Conducting regular field monitoring visits to track activity delivery against targets and verify data quality at the source.  Evaluation (Measuring Impact): Coordinate and support baseline, midline, and endline surveys, as well as real-time or independent project evaluations. Develop data collection methodologies, sampling sizes, and tracking frameworks based on the projects Theory of Change and Logical Framework.  Accountability (Transparency & Feedback): Design and manage safe, accessible Community Feedback and Response Mechanisms, such as hotlines, suggestion boxes, and help desks. Ensuring project activities strictly adhere to Core Humanitarian Standards (CHS) and data protection/privacy policies.  Learning (Knowledge Management): Facilitate periodic reflection, "lessons learned," and data-review workshops with project implementation teams. Documenting, packaging, and archiving case studies, human-interest success stories, and best practices to inform future project designs.  Reporting & Data Management: Cleaning, managing, and analyzing quantitative and qualitative datasets securely. Drafting comprehensive, evidence-based MEAL reports for internal decision-making and donor submission. Skills and Competence [Minimum]: - - - - - - - Mobile Data Collection Tools: Advanced proficiency in setting up, coding, and managing forms on platforms like KoboToolbox, ODK (Open Data Kit), CommCare, or SurveyCTO. Data Analysis & Visualization: Competence in analyzing quantitative data using software like SPSS, Stata, or advanced MS Excel (pivot tables, complex formulas), and qualitative data with tools like NVivo. Ability to build visual dashboards in Power BI or Tableau is a significant plus. Framework Design: Mastery in developing Logical Frameworks (LogFrames), indicator matrices, and data collection methodologies. Analytical Thinking: The ability to interpret complex field trends or data discrepancies and translate them into practical, actionable recommendations for project managers. Field-Level Empathy & Cultural Sensitivity: Strong skills in community engagement, active listening, and conducting Focus Group Discussions (FGDs) with vulnerable or diverse populations. Objectivity & Integrity: Maintaining strict neutrality when evaluating project performance, ensuring reporting reflects reality rather than just positive expectations. Attention to Detail: Meticulous approach to data cleaning, validation, and verification to prevent reporting errors.

QUALIFICATIONS: • Education: Bachelor’s degree in Statistics, Economics, Social Sciences, Project Management, Demography, or a related field (Postgraduate training in M&E is highly desirable).
• Experience: 3-5 years of direct experience implementing MEAL or M&E systems within international or national non-profit organizations.
